RP rules of the Catholic Church

About the Catholic Church
1. The Cardinals are elected by the Bishops of the nations. Every nation has 1 Bishop, and every Bishop has 1 vote for whom to elect as a Cardinal. Elections are dynamic: once a Cardinal dies, steps back, or is banned from the Church, the Pope will announce the election of a Cardinal, for which there will be 1 week to gain votes. The Bishop with the most votes wins.

2. The Pope is elected by the College of Cardinals. Once a Pope dies or steps back, the College of Cardinals will announce the election of a Pope, for which there will be 1 week to gain votes. The Cardinal with the most votes wins.

3. Any Bishop can propose new legislation in the College of Cardinals.

4. The legislative procedure and the voting is overwatched by the Pope, who can start the voting period (1 week) of the proposals, prolong it (for maximum 1 week), and tally the final votes. Every Cardinal has 1 vote.

5. It is the Pope's duty to announce the pass or dismissal of proposals.

6. The Pope has his own vote in the College of Cardinals; a Papal vote equals 2 Cardinal votes.

The Basilian Reforms

- Each county with a Roman Catholic population will have a bishop assigned to it.

- Each realm with more than one county with a Roman Catholic population will have at least one archbishop assigned to it who will have authority over the other bishops.

- The College of Cardinals will be expanded such that each realm with a Roman Catholic population will have at least one Cardinal drawn from it and that the Pope, at his own discretion, may add such priests who have been active in their work on behalf of the Christian faith (OOC: If you RP a lot, I will give you a few more Cardinals to play with) but may not exceed 12 cardinals in the College by such special appointments.

- Decisions of the College of Cardinals shall be by a majority of ballots cast at the expiration of the period of the vote, with the exception papal conclaves which shall be to a majority of the entire body of Cardinals.

Hey...this is just being theoretical...We all know the churches stance on the Kingdom of Judea to the east and the Pagans to the north...but how would e church react to people who believe in not many...not one....but no gods....would this potentially be...really really really bad?

Well, it really depends on where it is. If there're "rumors of a faraway land where people worship no gods at all" the Church wouldn't really care. But if it's right in the middle of Europe and under Christian influence - it might provoke some impulses.

Though I really don't think that in Medieval Europe there were masses of atheists. Maybe there were scholarly atheists, yes, but in general the people believed in typical folk-myths and basic Christianity.
