Overview From the very last dregs of Western Rome came the chance for it to be restored. The collapse of Western Rome and Latin had not been as complete as the Germanic tribes such as the Lombards had hoped. Several noble families escaped with their own personal retinues and wealth into hiding, using false names and records but continued the practice of the true Latin language and Roman customs in secret, keeping a record of the times and chance for their return. Almost 500 years had passed since the final Emperor reigned in Rome, and led by a new family, the last Roman Dux, Aurelian Palatinus Pilatus took over the last capital of Western Rome, Mediolanum and it's new name Milan and began his own return of the Roman Empire. Succeeded by Marcellus Palatinus Ambrosius, Marcellus kept New Rome isolated so that he could strengthen the army and develop a stable government and internal economy for the nation. Rome's third Caesar and Dux, Telestis has declared Rome open for the world and that Italy will return to Roman rule.

Administration: Nova Roma is an Administrative Government very different than Feudalism of the time, with an absolute Monarch, called Emperor or Imperator at it's head, with three subject branches of government, the Imperial Council, the Senate, and the Tribunal. The Emperor is both head of state and government and has the power to control every aspect of Roman life and leads the nation. However the Emperor has several branches that serve him in order to easier control. The Imperial Council is a group of individuals selected by the Emperor to serve and run the daily administration of the Empire with a mass of bureaucrats that serve them. From diplomacy and taxes, to architecture, military maintenance and justice for crime the administration that serves the Emperor is key to the nation. Next is the Senate which is elected by the citizens of the Empire and serve for up to twenty years to create civil ordinances and laws but that is the limit of their power overseen by the Emperor. Generally provincial governors (proconsuls) and Council members are retired members of the Senate. Under them and the most overlooked branch, the tribunal, elected representatives that serve for a year in the large tribunal are in charge for the most part of public events and works but also serve as a check and balance to the Senate and even the Emperor. If they have a significant majority in opposition of the actions of another branch on the basis of tyranny etc they can stop the law, replace senators and remove or replace council members.

Running the nation requires men to govern in the Emperor's name, therefore each provincia or province is ruled by a governor called a proconsul who handles and rules the affairs of the province in the Emperor's name. Each Provincia is part of a diocese run by a Vicarius which is essentially a rotation higher ranked proconsul whom is in charge of the other proconsuls in thier diocese.

The ideas and method of governing has a wide disparity from it's source, utilizing concepts of the Roman Republic, the Principate, the Dominate, and even the Exarchate of the Byzantines such as Justinians book of law and a modified version of his Themata system, removing separation of military and civil leaders in the provinces.

Gens Palatinus

As one might expect, after Odaocer dethroned Romulus Augustus, many Roman  noble families died out and only the smaller noble houses managed to escape. One of those is Gens Palatinus whom once had a tradition of being members of the Palatini Guard, protecting the Emperor. While most Romans had retreated to the Eastern Empire, Gens Palatinus and several other small families disappeared to the Italian countryside. During Emperor Justinian's Reign the families had returned to power and gained more wealth and power and soon after the extent of Justinian's empire came to an end
the Roman families had become wealthy families among a broken apart Italy. They bode their time until taking over Milan and Genoa in the later 900s and establishing Nova Roma. The Imperial Dynasty of Palatinus
